Current Problems and Prospects for the Development of Small and Medium-Sized Enterprises in the Republic of Armenia

The paper focuses on the study of the definition of the concept and essence of entrepreneurship. Various approaches revealing the content of the risk category, ways, and types of its expression, as well as the participation of small and medium-sized enterprises in the foreign economic activity of the RA, have been considered.

The analysis of the development and state of small and medium-sized enterprises has been carried out in developed countries – the USA, Singapore, Egypt, China, Japan, Italy, Spain and France, and developing countries – Russia, Georgia, Belarus, Kazakhstan, and Armenia. Recommendations on the creation of a more specific environment for SMEs of various types of ownership and favorable conditions for attracting foreign investment to Armenia have been developed based on the study of foreign experience.

Тhe features of innovative development of small and medium-sized enterprises in the Republic of Armenia, the role of this sphere in the country’s economy, and the main factors of slowing economic growth were аnalysed. The assessment of the current state of the SME sector and ensuring accelerated economic growth is presented. The features of the venture capital have been considered, its specificity as a source of financing of innovative activity has been studied.

This research can be useful not only for scientists, postgraduates, students but also for practical politicians, heads of executive and legislative authorities at all levels.

ANALYSIS OF THE CAUSES OF THE SHADOW ECONOMY OF THE REPUBLIC OF ARMENIA

The theoretical and methodological foundations (including concepts related to shadow turnover and assessment approaches) of shadow turnover, as well as priority areas and spheres of the economy in terms of the shadow economy, and the specifics of the economy of Armenia, were fully examined in the book for the first time.

THE DEMOGRAPHIC FACTORS OF SOCIO-ECONOMIC DEVELOPMENT OF THE RA

In the framework of this work, the “demographic situation” term, characteristics and indicators of its various states are disclosed. Based on the study of dependencies identified by various scholars studying the processes of interaction of demographic factors on the one hand, and the state dynamics of production, economy, social sphere on the other, proves a significant influence of demographic situation on the country’s economic development The analysis of the current demographic situation in the Republic of Armenia has led to a conclusion on continuing depopulation, which to a certain extent hinders the socio-economic development of the country.

The paper examines the impact of the demographic situation on socio-economic factors, in particular, the reduction of domestic demand, the increase in state budget expenditures, as well as changes in the labor market in the Republic of Armenia through a comprehensive study and analysis. The birth rate and death rate of the population, the number of registered marriages and divorces, the population, migration flows, particularly labor migration, were considered as the main indicators of the demographic situation in the country. The analytical part of the work is based on the analysis of statistical data determined through a literature review of foreign and domestic scientists. The paper also presents some results of researches done by the employees of the corresponding Department of the Institute.

THE PROBLEMS OF IMPROVEMENT OF TAX ADMINISTRATION AND TAX BURDEN IN THE CONTEXT OF REDUCING CORRUPTION RISKS

The book comprehensively presents the problems of improvement of tax administration and tax burden in the context of reducing corruption risks.  Proposals for tax administration and improving the tax burden were substantiated as a result of the analysis. They were presented in the form of two key issues – the informal economy and corruption risks. The tax administration is disrupted in Armenia by the application of tax laws in the informal economy.

THE ECONOMIC SITUATION OF THE ARMENIANS OF BURSA AND MATERIAL LOSSES DURING THE ARMENIAN GENOCIDE

The book presents the economic situation of the Armenians of Bursa before the First World War and reveals the influential position of the Armenians in the economic life of the province based on a large number of newly found archival documents, publications of the Armenian periodical press, Turkish, and other foreign sources.

With the implementation of the Armenian Genocide, the Turkish state took possession of the enormous personal and collective wealth of Armenians of Bursa, created by the hardships of the centuries: houses, land plots, sericulture, silk and other factories, hotels, granite, marble, copper, iron and silver mines, and cultural values.

The main purpose of the book was to provide economists with materials and facts for calculating the material losses of the Armenians of Bursa, as a result of the Armenian Genocide.

The work is dedicated to the formation, application, and improvement of funds in the agricultural sphere of the Armenian economy. The author studied the prospects of infrastructure development in the agricultural field, the manifestations of new financial mechanisms, the availability of financial resources in order to improve the performance of small and medium-sized enterprises and rural households. Furthermore, the issue of availability of financial resources was studied in consideration of the relations between creditors and the agrarian sector. In addition, investment policy, state subsidies and market mechanisms of lending are analyzed in consideration of the methodological approaches to the assessment of the efficiency of use of the loan.

SCARCE ELEMENTS AND SOIL MINERALS IN THE MINES OF ARMENIA

The Republic of Armenia is rich with certain types of metallic minerals. Especially, some types of metallic minerals are abundant in Armenia. For example, it is extremely rich with stocks of copper and molybdenum and sufficiently rich with lead, zinc, gold, silver, and iron. Also, a number of elements adjacent to the mentioned metals are very widespread in Armenia, including some scarce elements and soil minerals. Notably, some of the main widespread minerals such as molybdenum, rhenium, gold, and silver are also classified as scarce. However, apart from the mentioned ones more than two dozen other elements and soil minerals are even more scarce and expensive that are wasted as a result of inefficient mining.  Consequently, it incurs losses of millions of dollars for our Republic.

THE WAYS AND PERSPECTIVES OF PREVENTING THE DISAPPEARANCE OF PYRITE ORE AND ITS ADJACENT COMPONENTS IN THE MINES OF THE RA

Pyrite is very widespread ore. It is available in almost all the mines of metallic minerals. For example, it three times outweighs the major minerals in the mines of Armenia in terms of quantity and in some cases all the major minerals in aggregate. Pyrite is still deemed as the firestone of sulphur, i.e. as sulphur containing and raw material for sulphur production. For this purpose, only those mines were exploited that had high concentration of pyrite, i.e. where the proportion of sulphur was higher than 40%. In the mines of minerals of the RA such as copper-firestone, multi-metallic and gold-multi metallic pyrite was never extracted and is not being extracted and is thrown to tailings in entirety as useless material. However, through the technologies of the laboratory of ore-enrichment and metallurgy of the National Academy of Sciences of the RA, both sulphur and iron is extracted from Pyrite as useful metal for the production of steel and cast iron. Moreover, other metals available along with pyrite are also extracted.

The theoretical results and practical suggestions developed in the work can be used in the process of motor vehicle insurance, especially in the process of improving and changing the CMTPL system, during the preparation of convergence of civil liability insurance legislation and proposals of cooperation in this field in CIS member-countries, as well as during the assessment of the effectiveness of state regulation on this type of compulsory insurance in the insurance market of the Republic of Armenia.

The results of the research could be used as methodological guidelines for teaching “Insurance”, “International Insurance Market”, “The Insurance Market of the Republic of Armenia” subjects in higher educational institutions operating in Armenia.

THE IMPACT OF WAYS OF TRANSMITTING THE GLOBAL FINANCIAL AND ECONOMIC CRISIS ON THE ECONOMY OF RA

Within the framework of the proposed conceptual model of “The macroeconomic impact of the global financial and economic crisis in the presence of vulnerability to initial conditions”, the study attempted to reflect on the five mechanisms (export of 4 product group, tourism, foreign direct investment, current government transfers, factor income and current private transfers) of transmitting the global financial and economic crisis (GFEC) to the real sector of Armenia, as well as the initial conditions of the main economic entities (households, private companies and government).

Based on the proposed model, an econometric equation was estimated to identify the impact of the main transmission routes of GFEC or sources of shocks on real GDP.

The research can be useful for a wide range of public, scientific, governmental and political circles involved in anti-crisis and economic development policies.

THE ASSESSMENT OF THE MINING WASTE AND ITS’ ECOLOGICAL CONSEQUENCES OF THE RA MINING INDUSTRY

As of now (2011), 11 deposits of metal minerals are being exploited in Armenia. Soon, in just 2-3 years, we will have more than three dozen exploiting mines. Currently, only semi-finished products-metal concentrates-are produced from the fields that are being exploited most of which are sold to foreign countries at half price due to the lack of metallurgical plants (plant).

The book discusses the problems associated with the extraction of useful elements and with the release of heavy metals to the environment in the exploited (or ready to be exploited) deposits. ANTI-CRISIS MEASURES AND WAYS TO INCREASE THEIR EFFECTIVENESS IN RA

POST-CRISIS DEVELOPMENTS IN ARMENIA

In this book we attempt to investigate how the global financial crisis impacted the structure of the Armenian economy and the significance of GDP components, as well as identify the channels (crisis social impact income transmission channels) that significantly affected households (HHs). The authors classify the industries causing significant changes in GDP growth rates over 3 periods (quarter first 2001 to quarter 2 2008; 2001-2009; and 2001-2011) by estimating the GDP production method equation using real growth rates. Manufacturing, agriculture, and construction all proved to be significant in explaining GDP growth over all the periods. We found that the large percentage of GDP that is concentrated in these industries, combined with their high productivity, are the main reasons they have such a significant impact on real GDP growth. By estimating GDP by expenditure the components’ equation using real growth rates over the same periods, we show that HH final consumption causes major changes in GDP growth rates after the crisis. The authors investigate the role (rank) various income sources HHs report have on total HH income over three years (2008-2010) for various stratums by estimating generalized ordered probabilistic equations and relying on CRRC Data Initiative/Caucasus Barometer datasets of 2008, 2009, and 2010. In addition, by surveying 384 HHs in Yerevan in November 2011, we identify income sources that caused significant changes in HH income over four years (2008-2011), and provide a short snapshot of their social impact (nutrition, debts, and social capital) on Yerevan HHs. The results presented in this book could be used by policy makers in designing economic development policies, social protection and labor (SP&L) policies, and various measures and programs.

This is the reason why the mining industry is growing and gaining momentum in Armenia day by day, even in places where their development is prohibited by the laws of the Republic of Armenia. The mining industry in Armenia cannot meet even its own demand with metals and metal products, without having complete technological cycles. Only semi-finished products-concentrates of metal minerals are produced in Armenia, most of which are sold to foreign countries at low prices. When selling concentrates, only the main metals presenting in the concentrates are evaluated, and the elements that are closely related to them and are the component of concentrates are not evaluated, and their value is not paid, as a result of which the mining companies incur significant losses. All sections of the book justify the need of having metallurgical plants and their efficiency.
